When Tendahl was born, and his mother saw his deformities, she went to Hegge. Hegge did what she could for the baby, in exchange for the placenta. Tendahl is still crippled, so maybe he would have died without her help... or maybe she did nothing.
Carl does not think she's a wolf of the maelstrom, but he's not sure. In the bright place, she shows up as a much younger version of herself.
