The inhabitants of Ring 20 routinely break one of the few 'neer rules: don't mess about with the spine of the station. It was once devoted to manufacture and heavy maintenance, full of bays for repairing shuttles and such. It has no sunlight and no power (due to 'neer sanctions). Ring 20 folks therefore raid other rings for parts a lot, usually via EVA. They use magnetic harpoons to match velocity with other rings' entry points, cut in or airlock in, and take what they want.

Because of their heavy use of magnetic lines, people refer to Ring 23ers as "flycatchers."
