Tall, bald, quiet, unassuming, and mildly obsequious, Nooey serves as Abilene's Chamberlain. He runs the day-to-day administration of the town, and one of his key duties is to set the agenda for Jury deliberations. He oversees the work of the various Court Stenographers to make sure that the minutes are properly entered into the archives, and he handles a variety of administrative details.
