Vanguard

In 1992, Dr Destroyer attacked Detroit, almost destroyed the city, and killed its resident superheroes. In 2014, massive federal and corporate aid programs have allowed a phoenix to rise from the ashes: Millenium City, the city of the future. It also has new superheroes, operating under UNTIL's auspices. They call themselves Vanguard.
