In 1992, Dr Destroyer attacked Detroit, almost destroyed the city, and killed its resident superheroes. In 2014, massive federal and corporate aid programs have allowed a phoenix to rise from the ashes: Millenium City, the city of the future. It also has new superheroes, operating under UNTIL's auspices. They call themselves Vanguard.

- Starfire, gained control over a mysterious purple radiation after surviving what should have been a fatal exposure to a chemical called Abertron.

- Darius De La Fuente - old friend of Inferno's from the 'hood
- Huang Jin - Darkbolt's ninja master
- Lili Marinelli - Starfire's younger sister
- Marty Madison - Inferno's agent, publicist and personal assistant
- Nathan Neville - Inferno's friend and former teammate
- Pani Tanaka - Darbolt's younger brother

- Laura Marinelli - a family law professor
- John Madej - head of security for Grimm Corp.
- Ronald Derwin - professor of chemistry at Millenium City University (Bree Marinelli is a research assitant for him)
- Carly Johnson - Bree Marinelli's roommate.
