Settlement that controls an elevator that runs up the Cliffs of Insanity. It's a monstrosity build around A-frames, scaffolding, cranes, and obscure technology, with human power to give it all that special gothic touch.
Shops and shelters are dug into the cliff face, with a serious security perimeter at the bottom of the Cliffs.
