Gustav is a gruff, blustering oldster. Extremely hidebound and conservative, he will back no proposal that does anything to threaten the delicate status quo in Abilene. He is in charge of the subcommittee that oversees the Constabulary, and is a stickler for the uniform application of rules and the punishments that go with violating them.
